I was informed by NOC that there is an issue within the network structure of one of the peering partners that provide the connectivity to the servers.
So if your traffic is coming in via that network, you might experience the problems mentioned,
They are working on it as I type, I keep you informed.
I apologize for the inconvenience

You could have tried a backstep to a day when it was working this would remove the windows updates.
Connected then the problem is likely on your machine
Not connected Its likely your ISP or gw servers.
Remember you can always step forward again and you lose nothing except time.
edit
Note to self read the OPs message and all replies before suggesting something already mentioned and thus appearing a noob lol

In control pannel>add remove programs there will be a check box that reads"show windows updates". I beleive it is unchecked by default. Check that box and uninstall the update, I do suggest you turn automatic updates off before this. Also this problem is not releated to a windows update but I thought I would answer this question for you.
